Authorizes the Council on Law Enforcement Education and Training (CLEET) to purchase passenger automobiles or buses for use as training vehicles in the same manner as other state agencies.

Clarifies that CLEET has explicit statutory authority to acquire these vehicles without requiring additional legal authorization from other provisions of state law.

Applies the same purchasing procedures and authorities available to other state agencies authorized to purchase passenger vehicles.

Effective date: November 1, 2012.
