Amends 63 O.S. 2011, Section 2-301 to clarify that the Director of the Oklahoma State Bureau of Narcotics and Dangerous Drugs Control is authorized to promulgate rules and regulations relating to controlled dangerous substances registration and control.

Grants the Director authority to create rules for training, certification, and registration of animal control officers to purchase, possess, and administer controlled dangerous substances for animal control purposes.

Requires the Director to cooperate with federal, state, and local entities with jurisdiction over animal euthanasia when promulgating animal control officer rules.

Takes effect November 1, 2012.
