Increases Construction Industries Board membership from seven to nine members, adding the Oklahoma Commissioner of Labor as chair effective November 1, 2012.

Modifies appointment requirements by increasing plumbing trade representatives from two to three members while maintaining other trade representation (electrical, mechanical, and building inspectors).

Changes annual board organization date from September 1 to November 1 each year and allows election of officers beyond just chair and vice-chair.

Specifies Commissioner of Labor serves as board chair with compensation consistent with the elected office, receiving no additional compensation for the chair position.

Provides that existing board members whose positions no longer meet appointment requirements after November 1, 2012, are automatically deemed to have vacated their seats.
