• Amends 13 O.S. 2011, Section 176.9 to clarify jurisdictional requirements for court orders authorizing interception of wire, oral, or electronic communications.

• Establishes three alternative bases for determining whether a communication interception is within a court's jurisdiction: equipment physically installed in the court's geographical area, reasonable grounds to believe the device will be used within that area, or the billing address for the service located within that area.

• Adds subsection D specifying that interceptions are considered within court jurisdiction if any of the three conditions are met, providing flexibility for law enforcement while maintaining judicial oversight.

• Maintains existing requirements for applications, court findings, order specifications, time limits (30 days with extensions), and emergency authorization procedures (limited to 24 hours).

• Effective November 1, 2012.
