Amends Oklahoma motor vehicle size and weight regulations in 47 O.S. 2011, Sections 14-101, 14-103, 14-103B, and 14-118.

Authorizes special oversize and overweight hubometer permits for special mobilized machinery (oil field drilling and servicing equipment) valid for consecutive three-month periods at $40.00 per quarter, replacing previous annual permit system.

Allows oil field related drilling and servicing special mobilized machinery with widths not exceeding 10 feet to operate continuously on interstate and four-or-more lane divided highways, exempt from daylight-hours-only movement restrictions.

Establishes that fees collected for oversize and overweight hubometer permits shall be credited to the Rebuilding Oklahoma Access and Driver Safety Fund.

Directs the Commissioner of Public Safety to formulate rules for hubometer permit issuance, renewal, and fee calculation based on actual miles traveled; directs Transportation Commission to establish movement fees by rule.
