Amends Oklahoma law (14A O.S. 2011, Sections 2-211 and 2-417) regarding surcharges on credit and debit card transactions.

Prohibits sellers from imposing surcharges on customers who choose to pay with credit or debit cards instead of cash or check.

Allows private educational institutions to charge a convenience fee limited to bank processing fees, financial transaction fees, secure transaction costs, portal fees, and fees for increased bandwidth from online transactions.

Applies the convenience fee exception to private educational institutions as defined in Oklahoma Statutes Title 70, Section 3102(e).
