Establishes a reissue system for special license plates: plates first authorized before January 1, 2004 must be reissued if 500+ applications were received in 2013; plates authorized after January 1, 2004 must be reissued 10 years after initial authorization if 500+ applications were received in the prior year.

Eliminates authorization for specific special license plates including Civilian Conservation Corps, Humane Society, Electric Lineman, Girl Scouts, Make-A-Wish Foundation, South Central Section PGA, Putnam City High School, Star Spencer High School, Historic Greenwood District, Oklahoma Rifle Association, Folds of Honor, and Downed Bikers Association plates.

Renumbers remaining special license plates in Sections 1135.3 and 1135.5 after deletions, consolidating the list from 58 original plates to 40 authorized plates.

Requires reissued special plates to include a distinguishing feature clearly signifying reissue status without interfering with original design or logo.

Becomes effective January 1, 2014.
