Amends 10 O.S. 2011, Section 404 to authorize the Department of Human Services to appoint advisory committees of child care facility representatives to prepare minimum requirements and standards, and provide advice on facility concerns.

Establishes that advisory committee members serve three-year terms with a limit of two consecutive terms, with a majority of committee members being child care facility representatives.

Directs the advisory committee to create a Child Care Facility Peer Review Board to participate in the Department's grievance process, with the Commission for Human Services to promulgate rules specifying the board's duties.

Prohibits child care facilities from allowing children to be left alone in the care of any person under 18 years of age.

Becomes effective November 1, 2012.
