Authorizes citizens age 21+ (except convicted felons) to transport rifles, shotguns, or pistols openly and loaded/unloaded in motor vehicles for self-defense without a concealed carry license under the Oklahoma Self-Defense Act.

Allows citizens without a concealed handgun license to leave a concealed loaded pistol in a locked, parked/unattended vehicle when away from their own business or residence.

Permits persons age 18+ (except convicted felons) to transport open loaded rifles, shotguns, or pistols in vehicles with firearms remaining in plain sight.

Permits licensed handgun owners to transport loaded firearms in locked compartments or trunks, and clarifies that officers cannot inspect or confiscate firearms without probable cause that a crime has been committed.
