• Establishes a Supplemental Nutrition Assistance Program (SNAP) identification pilot program running from January 1, 2013, through December 31, 2014.

• Requires all SNAP benefit cards issued during the pilot program to include an imprinted photograph of the recipient and authorized users.

• Mandates that retail establishments refuse cards when the photograph doesn't match the person presenting it, and report suspected fraudulent use to a phone number on the card within 24 hours.

• Authorizes the Department of Human Services to hire fraud investigators (one per $100 million in state and federal SNAP funds spent) if the return on investment exceeds employment costs, exempt from full-time equivalent limitations.

• Requires the Department to report findings on the pilot program's effectiveness in preventing SNAP fraud by January 31, 2015; effective date November 1, 2012.
