Creates the Oklahoma Gold Star Medal to honor military service members who performed acts of personal bravery or self-sacrifice during combat after September 11, 2001, resulting in their death.

Establishes eligibility requirements: recipient must have been born in Oklahoma, been a state resident at death, or been a state resident when entering military service, and must have been killed in combat or died of combat wounds.

Medal awarded based on extraordinary merit standard requiring incontestable proof, with nomination by an Oklahoma Legislature member and approval by the Adjutant General.

Adjutant General responsible for designing the medal's medallion and ribbon, and awarding the medal to approved recipients.

Receipt of other military medals or awards does not disqualify a person from receiving the Oklahoma Gold Star Medal.

Becomes effective November 1, 2012.
