SB 1816 Summary

• State Board of Education authorized to sponsor a full-time statewide virtual charter school through the newly created Statewide Virtual Charter School Board.

• Statewide Virtual Charter School Board composed of 5 voting members appointed by Governor, President Pro Tempore of Senate, and Speaker of House (representing different congressional districts), plus 2 ex officio nonvoting members from State Department of Education.

• Board must enroll students who are legal state residents and have been approved for transfer under existing statutes; students cannot participate in Oklahoma Secondary Schools Activities Association activities but may participate in intramural activities.

• Board receives state aid allocation for enrolled full-time students, minus up to 5% retained by State Board of Education for administrative expenses; board authority to issue diplomas and negotiate contracts with virtual education providers.

• School districts offering full-time virtual education to non-resident students must submit annual reports by October 1 to the Statewide Virtual Charter School Board detailing student performance data; effective July 1, 2012.
