Amends 47 O.S. Section 6-105 to modify restrictions on hand-held electronic device use for drivers under 18 years old

Prohibits persons under 18 with a license from using hand-held electronic devices while operating a motor vehicle, except for life-threatening emergencies

Removes previous prohibition language that was limited to "non-life-threatening emergency purposes" and replaces it with broader restriction

Adds definitions for "hand-held electronic device" (mobile telephone or electronic device requiring use of at least one hand) and "using a hand-held electronic device" (engaging any function on such device)

Becomes effective July 1, 2011, with emergency clause declaring immediate necessity for preservation of public peace, health and safety
