Modifies how nonresident, transferred pupils enrolled in online courses are weighted for calculating state aid and foundation aid in Oklahoma schools.

Changes online pupil weighting from using the preceding school year's average daily membership to using actual August 1 enrollment multiplied by 1.333 for initial allocation and first nine weeks of current year for midyear allocation.

Applies the new weighting methodology to both foundation aid calculations under Section 18-200.1 and salary incentive aid calculations under Section 18-201.1.

Effective July 1, 2012, with an emergency clause allowing immediate implementation upon passage and approval.
