Allows parents and guardians of at least one-half of students attending persistently low-achieving schools to petition the school board to implement alternative governance arrangements under existing state law

School board must implement the requested option unless it makes a written finding stating why it cannot comply and designates an alternative option instead

Applies to schools identified as persistently low-achieving under Section 1210.544 of Title 70 of Oklahoma Statutes

Becomes effective July 1, 2012, with emergency clause for immediate effect upon passage and approval
