Amends 74 O.S. 2011, Section 5003.10 to expand the powers and duties of the Oklahoma Department of Commerce by adding two new authorities.

Authorizes the Department to solicit, accept, and expend donations and contributions from public or private sources to advertise and promote Oklahoma for business recruitment, with collected funds deposited in the Oklahoma Department of Commerce Revolving Fund.

Grants authority to enter into contracts at fair market value for rental of office space in Department facilities to entities engaged in activities related to export of Oklahoma-produced goods, with rental revenues deposited in the revolving fund.

Authorizes the Department to develop public-private partnerships to further its mission and develop strategic plans, including conducting statewide asset mapping, expanding stakeholder involvement, developing information clearinghouses, and promoting the state's inland seaport as an export hub.

Effective date: November 1, 2012.
