Amends Oklahoma law to regulate all-terrain vehicles (ATVs) and off-highway vehicles by establishing equipment requirements including brakes, headlights/taillights, mufflers, spark arrestors, safety flags, steering stabilizers, and floorboards.

Requires protective headgear for operators and passengers under 18 years old and mandates protective eyewear for all operators unless equipped with a windshield.

Establishes registration requirements for ATVs and off-highway vehicles and requires an ATV plate for vehicles driven on public roadways, with exceptions for off-highway vehicle special events.

Restricts licensed ATVs to operation only on roads with posted speed limits of 50 mph or less and prohibits operation on the interstate highway system.

Requires mandatory off-highway vehicle safety and environmental ethics education courses, establishes liability protections for recreational land use, and imposes penalties including fines or community restitution for violations; effective November 1, 2012.
