Amends 47 O.S. 2011, Section 955 regarding towing of vehicles from roadways.

Changes language in subsection C from "less than fifty thousand (50,000) population" to "not more than fifty thousand (50,000) population" to clarify the population threshold for cities where all licensed wrecker operators must be called on an equal basis.

Maintains existing authority for law enforcement officers to authorize towing of vehicles under seven specific circumstances, including stolen vehicles, abandoned vehicles, arrests, accidents, suspended licenses, felony investigations, and uninsured vehicles.

Protects licensed wrecker operators from liability for damage when removing vehicles that obstruct traffic or create hazards, provided they exercise reasonable care.

Becomes effective November 1, 2012.
