• Modifies Oklahoma law to expand firearm authorization for armed security guards and armed private investigators to include carrying firearms in the "course of profession" rather than limiting it to "performance of duties"

• Allows the Council to issue armed security guard licenses conditionally pending completion of background checks, rather than requiring full clearance before issuance

• Permits the Council to waive conviction disqualifications for unarmed security guard and private investigator licenses if offense occurred over 5 years prior and applicant is rehabilitated, but explicitly prohibits waiver for armed guard licenses

• Declares an emergency to make the changes effective immediately upon passage and approval
