Amends 59 O.S. 2011, Section 1750.10B relating to private security school certificates and application fees.

Changes the effective date requirement from "Beginning July 1, 1990" to "Any private" school desiring to conduct private security training phases, broadening applicability.

Maintains $300 application fee and $300 annual renewal fee submitted to the Council on Law Enforcement Education and Training (CLEET), with CLEET retaining 20% as processing fee if application is denied.

Updates language to add acronym reference for CLEET and clarifies that CLEET "shall refund the balance" of rejected application fees to the applicant school.

Effective date set as November 1, 2012.
