Amends Section 1750.4 of the Oklahoma Security Guard and Private Investigator Act to modify licensure requirements for security guards, private investigators, security agencies, and investigative agencies.

Changes the effective date requirement from "on and after January 1, 1988" to remove the specific date reference, making the licensure requirement ongoing without time limitation.

Requires all persons employed or operating as security guards, private investigators, security agencies, or investigative agencies to obtain and maintain a valid license from the Council on Law Enforcement Education and Training.

Replaces outdated language regarding when licenses must be obtained before employment with simpler language stating persons must operate "without" a valid license is prohibited.

Becomes effective November 1, 2012.
