SB 1866 Summary

• Transfers regulation of the alarm and locksmith industry from the State Department of Health to the Department of Labor, effective November 1, 2012.

• Transfers personnel, equipment, computer hardware/software, records, contracts, and obligations related to alarm and locksmith regulation to the Department of Labor.

• Allows classified employees to be transferred as unclassified employees with written consent; transferred employees retain their salary, leave, and benefits without reduction.

• Establishes the Alarm and Locksmith Industry Committee under the Commissioner of Labor with nine members appointed by the Governor with Senate consent; committee assists the Commissioner with licensing, standards, and regulatory enforcement.

• Transfers the Alarm and Locksmith Industry Revolving Fund to the Department of Labor to be used only for administration, licensing, training, and enforcement of the Alarm and Locksmith Industry Act.
