Prohibits municipalities in Oklahoma from enacting ordinances requiring registration of residential real property as a statewide concern matter.

Bars all political subdivisions from assessing or charging any fees related to owning, leasing, renting, or occupying residential real property within their jurisdiction.

Declares all existing and future municipal ordinances, rules, or regulations requiring residential property registration or charging such fees to be null, void, and unenforceable.

Applies protections to all property owners, purchasers, lessees, mortgagees, and other interested parties in residential real estate.

Declares an emergency effective date to take effect immediately upon passage and approval.
