• Establishes the Roofing Examination and Review Board to create and oversee a state commercial roofing examination for contractors operating in Oklahoma.

• Requires all commercial roofing contractors to pass an examination covering professional competencies, roofing materials/systems, Oklahoma law, and construction codes effective February 1, 2014, with the Oklahoma law/codes portion required to be retaken every 3 years.

• Defines "commercial roofing contractor" as any person engaged in roofing services on commercial, industrial, or public buildings; exempts residential/farm property work and demolition/debris cleanup.

• Sets examination fees at $150 for professional competencies/skills/best practices and $50 for Oklahoma law and construction codes, with monthly testing available and a 30-day waiting period between retakes.

• Creates a seven-member board appointed by the Governor including architects, engineers, commercial roofing contractors, general contractors, state employees, and a lay member to develop and adjust examination standards; nonresident contractors must pass the exam unless waived by the Governor during declared emergencies.
