Amends 47 O.S. 2011, Section 565 to modify the Oklahoma Motor Vehicle Commission's authority to deny, revoke, or suspend licenses and impose fines for violations by manufacturers, distributors, and dealers.

Increases maximum fines from unspecified amounts to $10,000 per occurrence for manufacturers or distributors and $1,000 per occurrence for dealers who violate motor vehicle statutes.

Clarifies that fines apply when violations of Sections 561-567, 572, 578.1, or 579-579.1 occur, or for specific enumerated grounds including unfair dealer practices, coercive conduct, or inadequate warranty compensation.

Maintains protections for dealers including prohibitions on arbitrary relocations, facility requirements, line-make restrictions, and unauthorized price increases after customer orders are placed.

Effective date: November 1, 2012.
