Deletes obsolete language from the Taxpayer Transparency Act (62 O.S. 2011, Section 46) relating to the "Open Books" website that provides public access to state expenditure data.

Corrects reference to the Oklahoma Vehicle License and Registration Act in the section describing road funding data that must be included on the website.

Changes effective date reference in stimulus fund expenditure provisions from a generic "effective date of this act" to the specific date of June 10, 2010.

Corrects subsection reference from "D" to "E" regarding requirements for tax credit information disclosure and export formats.

Effective July 1, 2012, with emergency clause declared for immediate effect.
