Establishes the Education Leadership Oklahoma program to provide information, technical assistance, and mentoring to teachers seeking National Board certification

Authorizes the Oklahoma Commission for Teacher Preparation to pay application processing fees and assessment fees (not to exceed $2,750) for up to 100 selected applicants annually, with repayment required if certification is not completed within 3 years

Provides a $5,000 annual bonus to all teachers who achieve National Board certification, with eligibility for up to 10 annual payments as long as they maintain current certification and teach full-time in Oklahoma public schools

Removes the requirement for state appropriations and changes from a scholarship-based program to a direct reimbursement model for teachers seeking certification

Renames the "Oklahoma National Board Certification Revolving Fund" to the "Oklahoma Teacher Performance Pay Revolving Fund" with leftover funds used for performance pay systems based on teacher effectiveness evaluations
