Amends 51 O.S. 2011, Section 155 of the Governmental Tort Claims Act to add a new exemption from liability related to school property use.

Adds paragraph 22 exempting claims resulting from use of indoor or outdoor school property and facilities made available for public recreation before or after normal school hours, on weekends, or during school vacations, except for willful and wanton acts of negligence.

Defines "public" to include students during non-school hours and school staff when not working as employees, and "recreation" as any indoor or outdoor physical activity undertaken for exercise, relaxation, diversion, sport or pleasure not covered by existing athletic or activity exemptions.

Renumbers existing exemptions 23-35 to become exemptions 24-36 to accommodate the new school property provision.

Takes effect November 1, 2012.
