Amends 47 O.S. 2011, Section 7-116 to limit damages in motor vehicle accident claims where the plaintiff lacks required insurance coverage to only medical costs, property damage, and lost income (excluding pain and suffering).

Creates exceptions to damage limitations for: DUI-related accidents, passengers, pedestrians, wrongful death claims, intentional acts, hit-and-run drivers, felony-related accidents, and uninsured at-fault motorists.

Adds that damage limitations do not apply if the plaintiff was a dependent of uninsured parents or had previously held insurance terminated for non-payment without 30-day notice.

Establishes liability for vehicle owners or lessees who allow uninsured vehicles to be driven by others, making them liable for damages from negligent use of the vehicle.

Effective date: November 1, 2012.
