ENGROSSED SENATE BILL NO. 1889 Summary

• Amends 74 O.S. 2011, Section 360.17 to expand campus police jurisdiction and authority over law enforcement activities both on and off campus through written agreements with municipalities and county sheriffs.

• Campus police officers receive the same powers, liabilities, and immunities as sheriffs or police officers within their designated jurisdiction, including authority to enforce state criminal statutes, municipal ordinances, and institutional rules.

• Requires campus police departments in private institutions of higher education to be treated as public agencies for purposes of enforcing Oklahoma criminal statutes and making agreements with local law enforcement.

• Mandates that all campus police departments notify the district attorney within three (3) days of receiving complaints involving rape or child abuse alleged to have occurred on campus, with follow-up notification of investigation results and prosecution decisions.

• Bill becomes effective November 1, 2012.
