Consolidates the Department of Central Services, Office of Personnel Management, Oklahoma State Employees Benefits Council, and State and Education Employees Group Insurance Board under the Office of State Finance.

Director of the Office of State Finance assumes all executive-level responsibilities and powers of each consolidated agency.

Requires the Director to consolidate administrative functions by December 31, 2011, and achieve at least 15% cost reduction based on fiscal year 2012 appropriations to consolidated agencies.

Director must provide recommendations to the Legislature by December 31, 2011, for streamlining governance structures and positions, which remain unchanged until modified by law.

Effective November 1, 2012; transfers all functions, powers, duties, and existing rules of consolidated agencies to the Office of State Finance.
