Increases the fixed period for final protective orders from 3 years to 5 years under the Protection from Domestic Abuse Act.

Authorizes continuous (indefinite) protective orders when the court finds specific circumstances exist, such as defendant's history of domestic violence, prior violent felony convictions, previous protective orders, or access to deadly weapons.

Requires protective orders to include a standardized statement in bold or capital letters with specific information about order enforcement, criminal prosecution discretion, and penalties for violations.

Authorizes the Office of the Attorney General to issue portable, laminated protective order identification cards to persons protected by valid final protective orders upon application.

Directs the Attorney General to adopt rules and procedures for implementing the protective order identification card program; effective date November 1, 2012.
