Amends 70 O.S. 2011, Section 5-106 to clarify that the governing board of each school district shall be known as the "board of education"

Changes reference from Section 4 to Section 5-106A regarding superintendent service arrangements between multiple school districts

Maintains existing provisions allowing superintendents in districts with fewer than 500 average daily membership pupils to simultaneously serve as principal

Preserves exception for public developmental research schools where the director serves as chief executive officer

Becomes effective November 1, 2012
