Appropriates funds to the Oklahoma Corporation Commission for fiscal year ending June 30, 2013 to perform duties imposed by law.

Requires the Corporation Commission to budget all funds across specific categories: Administration, Consumer Services, Petroleum Storage Tank Division, Oil and Gas Conservation Division, Office of Administrative Proceedings, Public Utility Division, Office of General Counsel, and Transportation Division.

Limits the salary of the General Administrator of the Corporation Commission to a specific dollar amount (to be determined) per annum, payable monthly.

Establishes budgetary limitations on full-time-equivalent employees and expenditures, excluding direct expenditures for well plugging, pit closure, and remediation activities authorized under specified statutes.

Requires the agency to develop outcome-based performance measures for each budget category and becomes effective September 1, 2012.
