Amends 19 O.S. 2011, Section 1505 to modify county purchasing procedures for requisition, purchase, lease-purchase, and rental of supplies, materials, and equipment.

Allows purchase orders to be approved and paid at the first board of county commissioners meeting at least five (5) business days after presentation for payment (previously had different timing requirements).

Establishes procedures for county purchasing agents and clerks to process requisitions, solicit bids, receive deliveries, and compare invoices with purchase orders and receiving reports.

Maintains requirements for sealed bids, vendor selection based on lowest and best bid, and emergency purchase authority limited to $5,000 without following standard bidding procedures.

Declares an emergency effective upon passage and approval.
