Amends 2 O.S. 2011, Section 15-68 to change board of directors terms for free fair associations from 3 years to 4 years.

Transfers election administration for fair association board members from county commissioners to county election boards, conducted on a nonpartisan basis.

Establishes staggered four-year terms with one member elected in 2014 and every four years thereafter (office #1), and two members elected in 2016 and every four years thereafter (offices #2 and #3).

Requires candidates to file declarations of candidacy with county election boards with no filing fee or petition requirement, must be registered voters in the district for six months prior to filing period.

Becomes effective January 1, 2013, with transition provisions allowing county commissioners to extend terms of sitting members until December 31, 2014 or 2016 as designated.
