Modifies charter school sponsorship criteria to allow the State Board of Education to sponsor charter schools when the applicant is the Office of Juvenile Affairs or a contractor providing group home services to OJA, limited to two schools through July 1, 2016

Allows charter schools sponsored by the State Board of Education to be physically located at Office of Juvenile Affairs facilities and to limit admission to youth in OJA custody or supervision

Removes the 20% limitation on textbook funds that school districts can use for supplementary instructional materials, allowing all allocated textbook funds to be used for materials other than state-selected textbooks

Clarifies that charter schools sponsored by the State Board of Education when the applicant is OJA may be located at OJA facilities rather than requiring location within school district boundaries

Requires charter school applicants to complete State Department of Education training (no more than 10 hours) before submitting applications to sponsors
