Amends 69 O.S. 2001, Section 1275 to authorize the Department of Transportation to establish a process allowing outdoor advertising permit holders to conduct vegetation management activities on public rights-of-way surrounding their permitted signs to maintain visibility.

Authorizes the Department to promulgate rules prescribing the scope of vegetation management activities and any monitoring requirements deemed necessary.

Applies to vegetation removal, cutting, or trimming on public rights-of-way needed to make visible or ensure future visibility of permitted outdoor advertising sign faces.

Effective date: November 1, 2011.
