Amends Oklahoma insurance producer continuing education requirements to allow online courses to be completed without a proctor or monitor for either the course material or written examination.

Applies to courses and programs offered online for continuing education credit or presumptive continuing education credit by insurance companies, professional associations, and approved providers.

Effective date July 1, 2011, with emergency clause for immediate effect upon passage and approval.

Modifies 36 O.S. 2001, Section 1435.29, regarding the Insurance Commissioner's authority over course and provider approval standards.

Maintains all existing biennial continuing education hour requirements (21 hours for producers, 10 hours for customer service representatives, plus 3 hours ethics) while eliminating the proctor requirement for online delivery.
