Expands the definition of telephone solicitation to include cellular telephone text messages and automatic dialing devices with electronic text message delivery capabilities.

Makes contracts for purchases initiated through unsolicited text messages voidable at consumer option unless memorialized in writing and signed by the consumer.

Extends the telemarketing registry maintained by the Attorney General to prohibit unsolicited text messaging, with telemarketers prohibited from contacting consumers on the registry within 30 days after their number appears.

Modifies definitions in the Telemarketer Restriction Act to include cellular telephone text messages in the scope of regulated telemarketing practices.

Effective date is July 1, 2011, with emergency declaration for immediate implementation.
