Modifies tank vehicle definition to exempt empty storage container tanks not designed for transportation with 1,000+ gallon capacity temporarily attached to flatbed trailers.

Requires commercial driver license applicants subject to federal regulations (49 C.F.R. Part 391) to submit current medical examination certificates signed by licensed physicians.

Prohibits commercial motor vehicle operators from texting while vehicle is in motion and from possessing or operating radar detectors in commercial vehicles.

Increases penalties for out-of-service violations from 90 days to varying periods (90 days to 3 years) and raises employer/employee administrative penalties up to $25,000 and $5,000 respectively.

Requires seat belt use by operators and front seat passengers in commercial vehicles and reduces reporting timeframe to Department of Public Safety from 10 days to 5 days following convictions.
