Clarifies allowable adoption expenses including specific living expenses (housing, utilities, food, transportation) while prohibiting recreational activities and vehicle purchases; increases initial authorization amount from $500 to $1,000 plus deposits without court approval.

Extends record retention requirements from 22 years to 99 years for adoption records and increases penalties for child trafficking violations from misdemeanor to felony offenses.
