Applies ignition interlock device requirements to drivers under 21 convicted of operating under the influence, with installation periods of 30 days to multiple years based on conviction history.

Effective November 1, 2011, and clarifies procedures for device installation, driver license modification, and appeal processes related to ignition interlock orders.
