Enacts the Oklahoma Innovation, Efficiency and Accountability Act of 2011 to promote state government efficiency and accountability.

Requires state agencies to provide web-based license and permit applications through a portal system, with exemptions allowed by the Director of State Finance when necessary to maintain integrity; driver license renewals are excluded from this requirement.

Authorizes state agencies to accept electronic signatures in license and permit applications when doing so does not create risk to permit integrity.

Requires state agencies to submit detailed budget reports including zero-based budgeting analysis, program outcomes, and financial services cost information; exempts the Oklahoma State Regents for Higher Education and higher education institutions from certain requirements.

Directs the Director of State Finance to publish an annual financial services cost-performance assessment and require bottom-performing agencies to contract for shared services with the Office of State Finance if cost savings can be demonstrated.
