Changes 75 O.S. 2001, Section 14 to allow specified state officers, judges, legislators, county officials, and other designated recipients to receive electronic or digital copies of Oklahoma statutes and session laws instead of printed volumes.

Expands the distribution to include electronic copies to the University of Oklahoma law library (55 copies), Oklahoma State University (5 copies), and the Oklahoma Department of Libraries (110 copies).

Allows the Chief Clerk-Administrator of the Oklahoma House of Representatives discretion to furnish digital or electronic copies of statutes to other state officers beyond those specifically listed.

Permits any person or entity entitled to receive digital or electronic copies to request printed copies in lieu of the electronic versions.

Declares an emergency effective date for immediate implementation upon passage and approval.
