Creates the Board of State Pathology to replace the Board of Medicolegal Investigations and establishes an Office of State Pathology with an appointed Executive Director and State Pathologist.

Restructures the medicolegal death investigation system by defining new board membership including representatives from forensic institutes, victim advocacy organizations, funeral homes, physicians, district attorneys, defense attorneys, and corporate leaders.

Replaces all references to "Chief Medical Examiner" with "State Pathologist" throughout Title 63 and related statutes to align with the new organizational structure.

Authorizes the Office of State Pathology to relocate to a facility adjacent to the University of Central Oklahoma Forensic Science Institute and establishes fee schedules for forensic services, cremation permits, and out-of-state burial permits.

Makes changes effective July 1, 2011, with an emergency clause for immediate implementation.
