Divides Oklahoma into five Court of Criminal Appeals judicial districts instead of a previous number of districts.

Specifies which counties are included in each of the five districts (Districts 1-5).

Removes outdated language ("embrace and") from the statute describing district compositions.

Judges from each district are nominated and appointed per Article VII-B of the Oklahoma Constitution and voted for statewide.

Declares an emergency effective date for the bill to take effect immediately upon passage and approval.
