Amends Oklahoma Statute 20 O.S. 2001, Section 30.11 regarding judges of the Court of Civil Appeals elected or appointed from Congressional Districts.

Clarifies that judges elected or appointed use Congressional District boundaries as they exist at the time of their election or appointment, with any future boundary revisions also applying to Court of Civil Appeals elections.

Specifies that judges seeking retention shall be retained in their original Congressional District, with no requirement to change residence.

Provides that if the number of Congressional Districts changes, the existing statutory sections defining the six Congressional Districts remain in effect and shall be renumbered accordingly in Oklahoma Statutes.

Declares an emergency effective upon passage and approval.
