Amends 26 O.S. Sections 3-116, 3-118, and 3-119 to modify how election precinct and subprecinct boundaries are established and modified.

Requires precinct boundaries to follow either U.S. Census Bureau-defined census block criteria or public land survey system section lines, with exceptions for lack of polling places, road conditions, or reapportionment needs.

Allows county election boards to change precinct boundaries only between January 1 and December 31 of years ending in zero or nine (census year windows).

Increases voter thresholds for subprecinct designation from fewer than 200 registered voters to up to 300 in metropolitan statistical areas.

Declares an emergency effective upon passage and approval.
