Amends Section 1 of Enrolled Senate Bill No. 603 of the 53rd Oklahoma Legislature to modify the Endangered Species and Economic Development Task Force membership from nine (9) to ten (10) members.

Adds the Secretary of Energy or designee as the tenth member of the task force.

Changes the ninth member designation from "Director of the Department of Transportation" to "Secretary of Transportation or designee."

Task force remains created until December 31, 2011, to assist agencies with policy and technical assistance regarding compliance with endangered species laws and provide legislative recommendations.

Declares an emergency, making the act effective immediately upon passage and approval.
